BASILIO DIAS ARAUJO
Born in Aileu, East Timor on the 3rd of March 1964. Has an undergraduate study in English and History from the Christian University of Indonesia and an undergraduate study on Law from the Open University of Indonesia and holds a Master Degree in Critical Theory from the Manchester Metropolitan University, UK.
EXPERIENCE WITH GOVERNMENT
He started his first government career at the Office of Public Works of East Timor in 1982. Then moved to the Directorate General of Socio-Politics of the Ministry of Home Affairs of Indonesia in 2000. His portfolio included in the restructure of Local Government organizations. In 2005-2009 he joined the Mission of H.E. Ambassador Francisco Lopes da Cruz in Lisbon as personal Aide, and returned to the Ministry of Home Affairs of Indonesia in 2009 where he joined the office of International Co-operations of the Ministry of Home Affairs. His portfolio covered a range of co-operations involving financial institutions like the World Bank, ADB, JBIC and IFC, bilateral organizations such as USAID, AUSaid, British DFAT, GIZ, JICA, KOICA and etc, international organizations suh as UNDP, UNICEF, FAO, and etc., and also dealt with International NGOs such as Plan International, Care International, and etc all covering a variety of issues. In 2015 he moved to the Coordinating Ministry of Maritime Affairs as the Assistant Deputy Minister handling the issues of maritime Security, Maritime Resilience, Maritime Environment, Seafarers issues and other related issues. In 2021 he became the Deputy Minister for Coordinating Maritime Sovereignty and Energy of the Coordinating Ministry of Maritime and Investment. His portfolio covered the issues of Maritime Sovereignty, Maritime Security and Resilience, national and international maritime treaties and Law of the Sea, maritime border delimitation, safety of navigation, energy, oil and gas. He has vast experience in the issues of maritime security, maritime terrorism, marine litter, IUU Fishing, human trafficking, forced labor, modern slavery at sea, renewable energy, waste to energy, oil and gas, carbon emissions related to energy, oil and gas and other related issues. He has long lasting experience in negotiations in East Timor issue, Timor Gap Investment in East Timor during Indonesian era.
SKILLS IN NEGOTIATIONS
His success in negotiation was on the investment of Hyundai Electric Motor Vehicle investment worth USD 1.2 billion, Dumai Refinery Investment worth USD 1.7 billion, waste to energy projects in North Sulawesi, South Sulawesi, Municipality of Bekasi, Semarang, Tangerang, South Tangerang, Jakarta, Palembang worth in total approximately USD 2 billion. He was also trusted as the lead negotiator for the Flight Information Region Realignment Agreement which was then signed by the President Joko Widodo and Lee Hsien Loong – Prime Minister of Singapore on the 25th of January 2022.
INTERNATIONAL EXPOSURE
He played several key roles in the national, regional and international forums, workshops and conferences delivering papers on the issues of maritime security, maritime terrorism, marine pollution (Marine Plastic Debris and Abandoned Lost or Otherwise Discarded Fishing Gears), IUU Fishing, human trafficking, forced labor, modern slavery at sea, renewable energy, carbon emission, oil and gas and other related issues. He has also attended series of meetings, conferences and negotiations either as head of Indonesian Delegation or member delegates at the IMO, FAO, UNEA and other meetings/conferences. In June 2017 he delivered a paper on IUU Fishing for the US Pacific Command Officers in Brisbane. On 11 May 2018 he delivered a paper on Maritime Terrorism for a PEW Organized Seminar in Washington with the US NMIO (National Maritime Intelligence Office). On the 23rd May 2018 he was invited by PEW as panelist at an IMO side event at IMO Head Quarters discussing ‘Enhancing Fishing Vessel Safety to Save Lives and Combat Illegal Fishing’. On 13 June 2019, ILO invited him as a panelist at the SeaWeb Seafood Summit in Bangkok Thailand addressing the issue of Human Trafficking and Forced Labor to encourage states to ratify ILO Working in Fishing Convention C.188. On the 23rd October 2019, he registered as IMO Expert on Marine Litter and was invited by IMO to speak as a panelist during the Torremolinos Ministerial Conference in Torremolinos, Malaga, Spain. Since 2015 he led the Indonesian initiative to establish a regional convention on IUU Fishing and its related crimes. Since early 2018, he initiated the march to protect Indonesian migrant fishers by coupling with the ILO to create a regional body to address the issue of human trafficking, forced labor and slavery at sea. He also worked with Plan International Indonesia to design a national action plan to protect Migrant Fishers.
INTERVENTIONS IN RATIFICATIONS AND ESTABLISHMENT OF INTERNATIONAL CONVENTIONS
He also spearheaded the promotion of Indonesia to ratify several key international instruments (Cape Town Agreement, ILO C.188, IMO STCW-Fishing Convention, Nairobi Wreck Convention, Salvage Convention, OPRC Convention). He played a key role in the negotiation of Indonesia-Australia MoU on Emergency Response to Transboundary Oil Pollution in the Timor Sea signed during the Our Ocean Conference in Bali, November 2018. He also worked with the FAO and Global Ghost Gear Initiative (GGGI) to address the issue of Ghost Fishing. On the issues of marine litter/debris, he played a key role in the initial stage to prepare the Indonesian initiative to crate the EAS Regional Plan of Action to Combat Marine Debris. He led the submission of Indonesia to the IMO to have an IMO Action Plan to Address Marine plastic litter from ships and involved actively in the IMO Working Group. He has organized joint activities with IMO, FAO, GGGI, Pew Charitable Trust either in Indonesia (IMO, FAO, GGGI, Pew Charitable Trust, London (IMO and Pew Charitable Trust, Rome (FAO and GGGI and Nairobi (FAO and GGGI).
WORKING WITH BILATERAL AND INTERNATIONAL ORGANIZATIONS
He also had vast experiences in working with bilateral organizations such as GIZ, DFAT Australia, USAID, JICA, CIDA, as well as working with international organizations such as UNDP, UNICEF, UNODC, IOM and others. He also has experience working with the World Bank, JBIC, ADB, IDB and others when he was acting as Deputy Director at the Ministry of Home Affairs of Indonesia form 2000-2015 to channel Loans and grants to regional governments in Indonesia. He also has experience in working at the Indonesian Mission in Lisbon from 2005-2009. He is a British Chevening Award alumnus majoring in Critical Theory from The Manchester Metropolitan University. All these experiences have formed a pile of career path rich of experiences in series of areas that make him able and competent to be trusted with a range of tasks and duties either at the national, regional and international level.
EXPERIENCES IN PRIVATE SECTOR AND FINANCIAL INSTITUTIONS
His exposure to private sector and financial institutions started when he was in the Indonesian Mission in Lisbon from 2005-2009 where he was introduced to Delamore & Owl Group of Companies based in London (Now rebranded as The DO Group). He succeeded in introducing Delamore to Angola (Bank Keve financing, Sonangol Sponsor for F1 and F3 Race in London, Brazil (opening of Delamore office in in Brazil, and Democratic Republic of Congo (project financing), South Korea (establishing Delamore Korea Office). Indonesia (opening of Delamore Indonesia – Financing of PT. Semen Kupang). He also negotiated for Pertamina Dumai Refinery project, PT Indogreen Waste to Energy Finance in municipalities of Palembang, Tangerang, South Sulawesi, North Sulawesi, Semarang and Bekasi. Assisting Biomass project of PT. Toba Bara Sejahtera in West Timor, Solar Power Projects involving several private national and international companies.
SPECIFIC SKILLS
He is experienced in business scheme of Public Private Partnership involving local governments, central government, provincial owned enterprises, State Owned Enterprises, private companies with third parties introducing the concept of Engineering, Procurement, Construction and Finance (EPC-F) under the business scheme of Built Operate Transfer, Build Transfer Operate, Build Own Operate or Term Lump Sum Payment. He is also familiar in green energy projects introducing investments in Biomass, Solar Power, Wind Power, Tidal Power and Waste to Energy. He is also familiar with Low Sulphur Marine Fuel Oil (LSMFO), Natural Gas and Liquified Natural Gasification process. He also has knowledge on refinery and petrochemical projects.
CURRENT POSITION
Currently, he serves as the Executive Director of Indonesian Logistic and Forwarder Association, Secretary General of Indonesia Chine Business Council. He is also commissioner of PT. Krakatau Bandar Samudera or known as Krakatau International Port.
